			<content:encoded><![CDATA[<p><span style="x-small;">The April 6, 2010 referendum will address significant and basic needs in the district – facility repair, security improvements, and technology needs. The referendum will ask for $11.1 million for facility and grounds repairs, and $7.1 million in technology needs. To save taxpayer dollars, the Board of Education is using $1.5 million out of the district reserve fund to reduce the technology amount to $5.6 million and reducing the referendum amount to $16.7 million.</span></p>
<p><span style="x-small;">Questions about the referendum, including exactly what is proposed for the facilities and technology improvements/repairs and where they will be made are welcome, and in fact, needed.  As the principal of Green Bay East, and as a twenty-year employee of this district, I have a great amount of pride in how our schools and our students have been supported by the community, and I relish every opportunity I have to help explain what we are doing and what we propose for the students and community needs that we are entrusted to serve.</span></p>

<p><span style="x-small;">A final note today:  there will be a meeting on Thursday February 18th at 6:30 p.m. in the District Office Building for people who are willing to serve as &#8220;key communicators&#8221; about the referendum.  Those of us who attend will learn the major point of the referendum so that we can engage our friends and neighbors in the community with the most accurate information available.  <strong>If you would be interested and willing to join me and the other East &#8220;key communicators for this session, please respond to me via email or by phone.  I hope to have several parents, staff members and students represent East and then be prepared to talk with others about the referendum.</strong></span></p>

<p>The April referendum will ask voters to approve a bond issue for 16.7 million dollars to cover the costs of much needed building and facilities repairs that had to be deferred and to pay for the cost of critical technology upgrades.  I hope we will have a good showing of parents.  There are lots of questions to ask, and Dr. Maass is the best one to answer them.</p>

			<content:encoded><![CDATA[<div><span style="x-small;">The Board of Education will be voting on a potential April 6, 2010 referendum to cover significant and basic needs across the district – facility repair, security improvements, and technology needs – at the Monday, January 25 Board of Education meeting. If approved, the referendum will ask for $11.1 million for facility and grounds repairs, and $7.1 million in technology needs. </span></div>

<div><span style="x-small;">The facility needs were prioritized as the most urgent of more than $60 million in projects by the community member-based Enrollment Management Task Force. Because the district has cut $28 million from its budget over the past four years, these urgent needs were not able to be covered in the district’s general fund. As an effect of these budget cuts, computer replacement has been put off for the last two years. Because of their age and operating systems, many district computers are unable to run the necessary software that help students learn in the information age. </span></div>

<div><span style="x-small;">The district would like to go to referendum in April to take advantage of little or no-interest stimulus funds that would benefit the facilities repairs. These funds could save taxpayers and the district about $1.3 million. In addition, the district is retiring a large portion of debt. By taking on the new loan, the debt service portion of property taxes will remain stable. Additionally, the Board of Education is considering using $1.5 million out of the district reserve fund to reduce the amount to $16.7 million.</span></div>

			<content:encoded><![CDATA[<p>Recently our District published updated profile documents for each of the four high schools.  Soon we will be distributing these to all families in the East High attendance area using the well-known &#8220;Tuesday Envelopes&#8221; at the Elementary Schools and directly through the students at middle and high school.</p>
<p>Mr. Christy, our school &#8220;Web Master&#8221; has uploaded the profile onto our school&#8217;s web site, and I want to provide a link here on my blog.</p>
